Ordinary Resolution 2, Finance policy change.
The rationale omits to describe all the changes in the policy.
The change in the policy which details that a member other than the Secretary and Treasurer can make a work claim from their Membership levies simply by putting the claim to a GM after working has not been agreed in a resolution. Refer to the June GM resolution on this matter.
The Finance committee does not recommend this amendment without proper discussion as it can put Goolawah at financial risk if every member begins to claim.
A better process is required for the exceptions to enable good financial management.
Ordinary resolution for a By-law change.
It appears the board is reversing a GM resolution on what appears to be a technical point that the rules do not allow exceptions in the by-laws.
However, it can be seen in Rule 9 that there is no statement to validate this reasoning.
As a matter of fact the by-law 5 and 11 also have exceptions as are some items in policy.
In addition the OR misquotes the rules to imply that all procedures can be included in by-laws.
If the board wishes to alter the by-law then it should be open to why the community included a statement like this. If I recall the June GM correctly, the reason for the alteration was to accomodate for assistance dogs.
Rather than the board quash the communities resolution in the by-laws there are other alternatives such as better wording, or more precise detail or a change in the rules.
