  1. Arnway, our contractors, commenced construction of the road on Tuesday 14 Nov 2023. The expected completion date is 8 December 2023, providing there are no hold ups or rain.
    Some additional work is required on sections that required widening, eg. Passing bays and where the rod has been straightened because of deep top soil. Council have been engaged to inspect the additions which may add a few days to the schedule. Please try to avoid Nevertire road during construction. Craig Singleman is our liaison between our neighbours, the contractor and Goolawah. If you have any question please direct to either Craig or myself. Wayne S.

  2. Our Contractor Wayne Arndell has emailed today with a date of 9 November 2023 to set up. This is dependent on the timing of a job he is finishing at the moment. The Surveyor Peter Phillis will probably be out beforehand to survey the road.

  4. In regards to the skills required to design and construct a road, a Surveyor is not a Soil testing engineer although a company may do both. In this case we have engaged Peter Phillis for the Surveying and Tim Morris for the Soil testing.

    Peter Phillis is the Surveyor who did the original road survey on Nevertire, he also provided the survey drawings at no cost for our lawyers during our appeal and is familiar with our needs. As such he is best suited to the job.

    Tim Morris runs Regional Tech engineering and did the original soil tests for Nevertire which are required to understand the needs of road construction. He is well respected in the community and by the Council.

    AS Engineering have been engaged as our Supervising Engineers, who are writing the contract which will be utilised to go to Quote stage for our Road contractor.

    Kevin Hall continues to be our Design Engineer who is dependable and again well respected by Kempsey Council Engineers.

    Goolawah is managing the project to ensure we keep costs down and ensure the road is built to the requirements as agreed by the Land and Environment Courts.

    Our primary aim is to complete the work within the required timeframe to specification at budget. Our primary risk is wet weather delaying work.

    We are also aware of the impact of certain Goolawah members previously making disparaging remarks to Contractors and slandering their capability during the construction phase which costs Goolawah with the loss of one contractor leading to greater expense to the community. We will alert the community to be on the lookout for this type of behaviour.

  5. There seems to be some doubling up of activities eg surveyor, geotechnical sampling and testing.

    Has the Contractor’s Scope of Works been drafted yet
    Contracting Firms that are Engineering base rather than plant operator owned, usually offer package deals that provide all technical services that meet both principal and authorities compliance requirements.
